Who's responsible for it Roc Entertainment.  DJ ROC Aka "DJ ROC THE CROWD" is a good friend of mine has been doing his thing through out the city for as long as 4 1/2 years. We started out together working to rebuild our city far as nightlife goes, I honestly believe we did a "SWELL" job if I must say.
